On October 1, 1983, the San Francisco River swelled out of its banks and took

much of Clifton downstream. The town was left without running water,

electricity, natural gas, or sewer service, and more than a third of Clifton's

1,800 homes were damaged beyond repair. Most of the losses were suffered by
